Is it possible to control a camera so that it randomly scans the area (slowly pan from left to right for example, then return to a set position).

This isn't a built-in feature of SecuritySpy, but can be easily implemented with a simple AppleScript. See the "Pan/Tilt/Zoom Auto-Patrol" section on the SecuritySpy AppleScript Examples page.
